KISHTWAR, APRIL 13: - Jammu and Kashmir Pradesh Congress Committee (JKPCC), Vice President, Ghulam Mohammad Saroori today said that Rehbar-e-Taleem teachers recruited under centrally sponsored Sarva Shiksha Abhiyan (SSA) scheme are without their salaries for the past more than six months.

"Every month they are made to beg for the release of their own salaries. The government has miserably failed to maintain uniformity in release of funds from the State Project Director (SPD) of Sarva Shiksha Abhiyan (SSA) to the respective districts." Saroori said in a statement.

“Teachers are going through tough times given the delay in their salaries. They are subjected to mental torture as their whole family suffers due to the delay in release of their salary,” Saroori said and added that the teachers in hilly twin districts of Kishtwar and Doda are worst hit as the government has denied their salaries from November month while as in other districts the government has withhold the salaries of teachers since December and January months.

Saroori requested Education Minister Altaf Bukhari to take up the matter with the authorities concerned for releasing the all pending salaries.

On Aadhaar card enrollment issue, Saroori questioned the purpose of linking various utility services with Aadhaar, as most of the people in Jammu and Kashmir were yet to get the cards due to non-payment of dues and by the PDP-BJP government to the agency designated to issue unique identification numbers and half of the population in hilly and rural areas are left out. "It is intriguing to make Aadhaar mandatory for availing benefits of various schemes notwithstanding the fact that a sizable segment of population is yet to be covered under Aadhaar programme," senior Congress leader said.

Saroori said such a decision reflects the disconnect of the insensitive coalition government with the people. He said the non-seriousness of the government in bringing the entire population under the Aadhaar net is "deplorable". "Linking Aadhaar with supply of rations will deprive people, especially those living in rural and far-flung areas, from the food support due to unrealistic policies and poor governance," Senior Congress leader said.

He urged the government either to withdraw this rider or ensure Aadhaar cards to every citizen on war-footing basis before the deadline of June 2017 to all the left persons in hilly and rural areas including Tanta, Gugara, Batogra, Kahara, Chabba, Goila, Drought, Kansoo, Kencha, Bathri, Bhatyas, Jakyas, Bitola, Thathri, Phagsoo, Inderala, Kandoth, Pernote, Cheera, Bunjwah, Patnazi, Kither, Burdhar, Nali, Tipri Patshalla, Jawalapur, Binoon, Drabshalla, Badhat, Bugrana, Tatani, Saroor, Kukerwas, Dugga, Lass, Nagbatna, Kandani, Sarthal, Moharwari, Angara, Poora Chandali, Bhagra, Keshwan, Sarawan, Sirgwari, Thakrie, Kuirya, Mangthalla, Dadpeth, Sigdi, Pahalgam, Bhata, Kuchal, Simbole, Basha, Mugalmaidan, Chatroo, Guninal, Chingam, Passerkote, Singpora, Kakerwagan, Bonda, Batwari areas of Doda and Kishtwar districts.

کشتواڑ//جموں وکشمیرپردیش کانگریس کمیٹی کے نائب صدر ورکن اسمبلی اندروال غلام محمدسروڑی نے آج حکومت پرتابڑتوڑحملہ بولتے ہوئے کہاکہ مرکزی معاونت والی اسکیم سرواسکشھاابھیان کے تحت بھرتی رہبرتعلیم اساتذہ پچھلے6ماہ سے تنخواہوں سے محروم ہیں۔

اُنہوں نے کہاکہ ہرماہ انہیں اپنی تنخواہ کیلئے بھیک مانگنی پڑتی ہے۔

اُنہوں نے کہاکہ حکومت ایس ایس اے کے تحت رقومات کی واگذارمیں ناکام اورغفلت شعارہے۔

”اساتذہ تنخواہوں میں تاخیرسے سخت دقتوںکاسامناہے،انہیں ذہنی پریشانیوں کاسامناکرناپڑرہاہے،ان کے اہل وعیال پریشان حال ہیں“۔سروڑی نے کہا۔

اُنہوں نے خاص طورپرپہاڑی علاقہ جات کشتواڑوڈوڈہ اضلاع میں اساتذہ کودرپیش مسائل کاذکرکرتے ہوئے کہاکہ حکومتی عدم توجہی نے انہیں پریشان حال کررکھاہے۔

اُنہوں نے بتاےاکہ نومبر سے انہیں تنخواہوں سے محروم رکھاگیاہے۔

سروڑی نے محض2ماہ کی تنخواہ کوبھیک نماقرار دےتے ہوئے کہاکہ اس قدر احتجاج وہڑتال پر مجبور کرتے ہوئے اساتذہ طبقہ کو دربدر کیا گیا اورحکومت نے بے بسی کا بر ملا اِظہار کرتے ہوئے محض2ماہ کی تنخواہ واگذار کرنے کااعلان کیا۔

سروڑی نے تعلیم کے وزیرسیدمحمد الطاف بخاری سے اپیل کی کہ وہ ایس ایس کے تحت رقومات کی فراہمی کیلئے مرکزسے رجوع کریں۔

سروڑی نے دوردرازعلاقہ میں لوگوں کوآدھارکارڈکی تیاری میں آرہی دقتوں پرحکومت کوہدفِ تنقیدبناتے ہوئے کہاکہ عام لوگوں کوپریشانیوں کاسامناہے لیکن حکومت آدھارکی تیاری کاکوئی نظام متعارف کرانے میں ناکام ثابت ہوئی ہے۔

اُنہوں نے کہاکہ ہرایک اسکیم حتیٰ کہ راشن کو بھی آدھارسے منسلک کیاجارہاہے لیکن آدھارتیارکرنے میں حکومت بے بس ہے۔اُنہوں نے ڈوڈہ اورکشتواڑاضلاع کے دوردرازعلاقوں میں آدھارتیارکرنے والی ایجنسیوں کوجوابدہ بنانے کی حکومت سے تلقین کی۔

سروڑی نے ہرشہری کوجون2017سے پہلے آدھارمہیاکرانے کی مانگ دہرائی۔

اُنہوں نے کہاکہ جنگی بنیادوں پر شہریوں کوآدھارکارڈفراہم کرائے جائیں۔

سروڑی نے آدھارکی تیاری میں پریشان حال ہورہے علاقوں کاذکرکرتے ہوئے کہاکہ ٹانتا، گاگڑا، بتوگرہ، کاہراہ، چھبہ، گوئلہ، ڈراٹ، کانسو، کینچا، باتھری، بٹیاس، جکیاس، بیٹلا، ٹھاٹھری، پھاگسو، اندریلا، کانڈوٹھ، پرنوٹ، چیرا، بونجواہ، پتنازی، کیتھر، بردھار، نالی، تیپاری، پاٹشالہ، جوالپور، بینون، دربشالہ، بدھاٹ، بگرانا، تتانی، سرور، کیکرواس، ڈوگا، لاس، ناگبٹانہ، کندانی، سرتھل، موہارواری، انگرانا، پورا، چندالی، بھاگرا، کیشوان، سارون، سیرگواڑی، ٹھاکرائی، کوریا، منگتھالا، ڈیڈپیٹھ، سیگدی، پہلگام، بھاٹا، کوچھال، سمبولی، بھاشا، مغلمیدان، چھاترو، گونیہال، چنگام، پسرکوٹ، سنگھپورہ، کاکیرواگن، بونڈا، بٹواری علاقوں میں خاص توجہ مرکوزکرنے کی ضرورت پرزوردیا۔
