_SRINAGAR, Apr 2: While Rahul Gandhi has failed to make any impact in politics so far with party's debacle in assembly elections in various states and 2014 parliamentary polls, the National Conference has submitted Rahul's name to the Election Commission of India as party's star campaigner._
_The NC-Congress as per political experts will be banking on anti-incumbency factor and seeking the anti-BJP, RSS votes. The National Conference according to sources has fielded a list star campaigners to the Election Commission of India. "Rahul Gandhi,_ _Ghulam Nabi Azad_ _have been included in_ _NC's list of star_ _campaigners for the upcoming by-polls," a senior NC leader said._
_The NC leader however said it has not been decided yet whether these two_ senior_ _Congress leaders will campaign in the_ _forthcoming polls._
_"It will depend upon the security clearance since there is a precarious_ _security situation in the valley," the NC leader said_.
_Former Chief Minister and NC president, Farooq_ _Abdullah, is pitted as an alliance candidate of NC_ _and Congress against PDP's Nazir Ahmad Khan. Farooq was defeated in_ _2014 Lok Sabha elections by former PDP leader Tariq Hamid_ _Karra, who recently joined the Congress. While former Congress leader Nazir Khan lost to NC's Omar Abdullah in 2014 assembly polls from Beerwah constituency of the Budgam district._
_There are seven more candidates in the election fray. Further, sources said the Congress too have_ _included these two leaders in the party's star_ _campaigners. The Congress has fielded state chief G A Mir while the PDP has chosen J&K CM_ _Mehbooba Mufti's brother Mufti_
_Tasaduq Hussain to contest Anantnag constituency. Srinagar constituency will go to polls on April 9, polling in Anantnag seat will be held on April 12. Anantnag seat fell vacant in June last after Mehbooba Mufti won the assembly bypolls, as required by law, to continue as the Chief Minister._
_Rahul Gandhi has so far failed to make any impact in the politics. The party faced debacle in 2014_ _parliamentary polls then in Maharashtra and now recently in largest populated state Uttar Pradesh._
_In view of precarious security situation, the political parties have been holding low key_ _campaigning at the designated places for by-polls of Srinagar and Anantnag Lok Sabha seats. Sources said the security agencies have advised the political parties to hold rallies at "designated_ _places". "Security forces have drawn a plan to ensure trouble free by-polls of two Lok Sabha constituencies. Designated places have been earmarked for rallies given the precarious security situation," a senior security official said._

_The increase in militancy incidents is affecting candidates campaigning as political parties seem reluctant to hold election rallies in central and south Kashmir. The south Kashmir is the most volatile area where the militancy related incidents have increased since the last year's summer unrest triggered by the killing of Hizbul Mujahideen commander Burhan Muzzafar Wani. Recently, a PDP rally was attacked with stones in south Kashmir in which three workers got injured_
