Clarification on SSA Salary

Doda_30.08.2017 It has been brought in the notice of worthy CEO Doda thorough some reliable sources that some of the the ZEOs are delaying the drawal of salary of SSA Teachers and aren't drawing the salary despite the same has been released from CEO Office Doda for two months
*i.e July and Aug 2017*.
Some of the ZEOs wish to draw the pending salary arrears out of the such released funds.
As such , I has been directed by worthy CEO Doda to communicate it to all the ZEOs that none of the ZEOs shall delay the drawal of salary in any case and all the teachers under SSA must get their salaries credited in their individual accounts by tomorrow i.e 31.08.2017 upto Aug 2017 mandatorily .
No ZEO shall draw any pending arrear even after having sufficient unspent funds in any head unless and untill the funds are made available specifically for the same, if any Zone has any funds unspent after dusbursing salary upto Aug 2017 shall report the same unspent figures to CEO Office Doda alongwith updated by name Salary Requirement as the same information have been sought/desired by the higher authorities for next allotment, as all the forthcoming allotments shall be made only after adjusting the zone wise unspent funds under respective salary heads.
Moreover, all the ZEOs have recently submitted revised Salary Requirement but it has been observed that the revised figures also aren't sufficient and needs to be reconciled once more as the Figures are still changing and rising .
The insufficiency of funds due haphazard proposals is the main cause for delay in disbursement of monthly salary to SSA Teachers.
As such all the ZEOs shall once again reconcile by name Teachers Salary Data and furnish the same to CEO Office Doda within three days so that the updated figures could once again be updated for timely and sufficient allotment of funds on next release.
Discrepancy in reflection of the monthly provision by one ZEO leads to delay and hurdle in salary allotment to the whole District.
*This will be the last chance for figure updating and all the next allotments shall be made as per the revised figures submitted by the ZEOs and shortfall if any the concerned ZEOs and Dealing Assistants shall be personally responsible for the consequences there of.*
